Orange County, North Carolina - AIFCH - 2007 <br />3. Develop and encourage proactive education efforts (see recommendations to address <br />NIMBY impediments) to facilitate implementation of the program by <br />avoiding/averting/minimizing these problems. Recruiting the involvement of non-profit, faith- <br />based, grassroots and other existing community organizations in this effort is recommended <br />for efficiency and effectiveness. <br />4. Consider the adoption of a County ordinance that would protect the additional characteristic <br />of "source of income" or "participation in Housing Choice voucher program." <br />5. Examine the composition of local boards, commissions, and advisory bodies to determine <br />representation of individuals in protected classes in decision making positions. <br />11.6 Zoning Issues <br />We outlined a number of issues that we found in the zoning ordinance for the County. Our <br />specific concerns regarded the definition for family and the location of group homes. <br />Recommendations: <br />1. We would recommend a review of the definition of family. If possible a new definition that is <br />I more inclusive may be considered. <br />2. Identify the best locations for group homes or group care homes by meeting with special <br />needs service providers to determine the best ways to provide adequate housing for the <br />disabled, particularly via group homes. <br />42 <br />
