2 <br />Orange County <br />Orange County's Analysis of Impediments includes an analysis of pertinent census data, prior <br />and current activities to promote fair housing, private market issues that impact sale and rental <br />of housing such as business location, Home Mortgage Disclosure Act (HMDA) data analysis <br />and a review of public policies which affect the provision of fair housing. The County's Analysis <br />of Impediments includes data pertaining to all municipalities and the unincorporated areas of the <br />County. <br />FINANCIAL IMPACT: None. The BOCC has already authorized the contract for production of <br />the report. The HUD Partnership Initiative Grant received by the Office of Human Rights and <br />Relations completely covers the cost of the contract. <br />RECOMMENDATIONS: The Manager recommends that the Board receive the "Analysis of <br />Impediments" report and approve it. Staff notes that there are several instances in the report <br />where the use of the term "race" as opposed to "ethnicity" may not be appropriate. Staff will <br />work with the consultant to resolve the appropriate use of these designations. <br />
