r <br /> 2 <br /> The Smart Start Board has found the enclosed applications consistent with <br /> its aim of assuring all 0-5 year old children in Orange County are <br /> healthy and ready to learn when they enter kindergarten. The Planning <br /> Grant to assess the need for and feasibility of a Home Visiting Program <br /> will result in recommendations that will be considered for funding under <br /> Smart Start's long range plan. The outcomes listed above relate to the <br /> high priorities of the Orange County Health Department's Community <br /> Diagnosis. The study will be carried out in collaboration with a host of <br /> agencies concerned with 0-5 year old children and will enhance the <br /> likelihood of collaboration in the future. <br /> The Equipment and Program Improvement Grants will enable the Health <br /> Department to have essential materials and equipment to meet the <br /> increasing demands for child service coordination visits and develop- <br /> mental assessments. <br /> These awards will enable the projects to be carried out fully funded by <br /> Smart Start. No county match is required. <br /> RECOM ENDATION(S) The Manager recommends that the grant awards from <br /> Smart Start be accepted. <br />
