Fikes <br /> Extension 2490 <br /> TELEPHONE NUMBER - <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: To receive comments from the public concerning the FY1994 <br /> Community Development Block Grant Program Application and authorize the staff to <br /> proceed with application development based on the needs expressed during the public <br /> hearing. <br /> BACKGROUND: The N.C. Department of Commerce has announced the availability <br /> of Community Development Block Grant (CDBG) funds for Community Revitalization <br /> projects. In order to apply for funding, the State requires applicants to conduct a public <br /> hearing to obtain citizen comments prior to developing an application for funding. <br /> Comments received during this public hearing will assist the Housing and Community <br /> Development Department in designing a sound CDBG application. A second public <br /> hearing must be also be scheduled after development of the grant application. <br /> CDBG activities must be carried out in a concentrated neighborhood with multiple needs <br /> which also include the following: deteriorated housing,water/sewer deficiencies, unpaved <br /> streets or drainage problems. The higher the magnitude of need identified in a particular <br /> neighborhood, the higher the application will rank in the state's selection process which <br /> is highly competitive. In addition, scattered site housing rehabilitation projects will also be <br /> considered. These projects provide funding for the repair of houses which are not <br /> concentrated in an identified neighborhood of slum and blight. <br /> The maximum amount of funding available is $850,000 for Concentrated Needs <br /> Applications and $500,000 for Scattered Site Applications. Applications are due on May <br /> 27, 1994. Advertisements of this hearing have been placed in local newspapers. <br /> RECOMMENDATION(S): <br /> The Manager recommends receiving comments as information and authorizing the <br /> staff to proceed with application development based on the needs expressed during the <br /> public hearing. <br />
