� 4 <br /> In making this decision, the Council concluded that although the R-LD1 zoning would permit <br /> more dwelling units than the R-LD5 zoning, the total increase in the number of homes would <br /> be a modest figure in the context of the entire 2,700 acre southern area. Furthermore, this is <br /> an area with existing development, and zoning it R-LD 1 would be consistent with other nearby <br /> developed areas. Finally, the R-LD1 zoning still maintains the minimum size lot necessary to <br /> support service by wells and septic tanks in this area (as poor soils are prevalent and water and <br /> sewer service is not likely to be available in this area in the foreseeable future). <br /> In accordance with Chapel Hill's adopted R-LD1 (one unit per acre) zoning for the portion of <br /> the existing White Rock Church Community that is in Chapel Hill's ETJ, we recommend <br /> adopting R-LD1 zoning for the portion of the Joint Planning Area that is east of Wilson Creek. <br /> Therefore, given that the portion of the Joint Planning Area that is west of Wilson Creek has <br /> an adopted land use of one unit per acre, we recommend R-LD 1 zoning for all of the southern <br /> Joint Planning Transition Area. <br /> Recommendation <br /> The Orange County and Chapel Hill Planning Staffs recommend that the Southern Joint Planning <br /> Transition Area be rezoned to R-LD1 (one unit per acre). Following conclusion of the Public <br /> Hearing, the matter should be referred to the Towns of Chapel Hill and Carrboro for a decision, <br /> and then to the Orange County Planning Board for a recommendation to the County <br /> Commissioners. <br />
