072 <br /> On October 14, 1992 a joint public hearing was <br /> held on a proposal to amend the JPA Land Use Plan <br /> to incorporate the Southern Small Area Plan. This <br /> proposal was subsequently approved by Carrboro on <br /> November 10, 1992 , Chapel Hill on November 23, <br /> 1992, and Orange County on February 1, 1993 . <br /> At Chapel Hill's public hearing on proposed <br /> rezonings for the Southern Small Area Plan for <br /> areas inside the ETJ, six residents of the <br /> White Rock Church area off Old Lystra Road spoke <br /> against the proposed five-acre lot zoning (R-LD5) . <br /> They asserted that such zoning would create <br /> hardships and damage the long-standing community <br /> that had existed there for decades. In response to <br /> the concerns expressed, the Town Council adopted <br /> one-acre zoning (R-LD1) for the area. They <br /> concluded that R-LD1 zoning would be consistent <br /> with nearby developed areas and still maintain the <br /> minimum lot size necessary for rural residential <br /> development. <br /> RECOMMENDATION: The Orange County and Chapel Hill Planning Staffs <br /> recommend that the Southern Joint Planning <br /> Transition Area be rezoned to R-LD1 (one unit per <br /> acre) . <br /> Following conclusion of the public hearing, the <br /> matter should be referred to the Town of Chapel <br /> Hill for decision and then to the Orange County <br /> Planning Board for a recommendation to the Orange <br /> County Commissioners.
