The requests are referenced -as JPA-1-94 a.nd <br /> CP-1-94. <br /> JPA-1-94 requests expansion of the extractive use plan category as <br /> contained in the JPA Land Use Plan. The extractive use category <br /> encompasses mining and quarry operations. Currently Bingham <br /> Township, Tax Map 28, lot 9B is the only property so designated. <br /> American Stone Company leases this property from Philip and Alice <br /> Durham and operates an existing quarry there under a Special Use <br /> Permit issued October 23 , 1981. Parcel 6.28. .9E is currently owned <br /> by the Orange Water and Sewer Authority (OWASA) , and was at one <br /> time a quarry as well. With the closing of this quarry, OWASA <br /> obtained the site to be used as an emergency backup water source. <br /> The storage capacity of this quarry reservoir is 200 million <br /> gallons with a safe yield of 0.5 million gallons per day (mgd) . <br /> Finally, it should be noted that if this (and subsequent) <br /> application is approved, Bethel-Hickory Grove Church Road will <br /> ultimately be relocated (at applicant's expense) east of its <br /> current alignment. <br /> The JPA amendment application requests that the extractive use <br /> category be extended to the remaining properties. Amendments to <br /> the JPA Land Use Plan require the unanimous approval of Chapel <br /> Hill, Carrboro, and Orange County as specified in the Joint <br /> Planning Agreement. <br /> CP-1-94 requests the establishment of a Rural Industrial Activity <br /> Node covering the subject properties. A Rural Industrial Activity <br /> Node is land focused on designated road intersections in the rural <br /> areas that is appropriate for small scale industrial uses which do <br /> not require urban-type services. Such an amendment requires only <br /> the approval of the Orange County Commissioners <br /> This proposal falls within the jurisdiction of the Joint Planning <br /> Area for Orange County, Chapel Hill, and Carrboro.
