02S <br /> Ultimately, the questions regarding this amendment deal with the <br /> public interest and the appropriateness of tradeoffs. Undoubtedly, <br /> the creation of an additional water supply source for OWASA will <br /> create a future public good, especially since the new quarry <br /> reservoir would be coming on-line around the year 2030 as projected <br /> water demand would be approaching the capacity of the existing <br /> system of reservoirs. <br /> As such, the joint staffs of Chapel Hill, Orange County and <br /> Carrboro concur with the "changed or changing conditions" cited by <br /> applicants and recommend approval of JPA-1-94 . Likewise, Orange <br /> County staff concurs with the "changes or changing conditions" <br /> cited by applicants and recommends approval of CP-1-94, with the <br /> knowledge that safety measures through the state and the County's <br /> Environmental Impact Ordinance will safeguard and greatly increase <br /> the likelihood that this proposal will result in a gain for all <br /> county and town residents. <br /> 20 <br />
