This alone is not <br /> justification for a negative recommendation. However, from the <br /> standpoint of the requested amendment, HYDROLOGY is arguably the <br /> single most important locational criterion. It is precisely for <br /> reasons such as this that there are other policy considerations <br /> that come into play in acting on such amendments under the JPA and <br /> Land Use Element. These considerations take into account the public <br /> interest; the health, safety and general welfare of Orange County <br /> citizens.
