® 16 <br /> although any expansion of that operation should meet the <br /> requirements of the ordinance. <br /> Relative to runoff, the EIS states the following: <br /> Stormwater runoff from the existing crushed stone <br /> production and storage areas will be managed by <br /> onsite sedimentation basins and a closed loop <br /> recycle system, with any excess flows released to <br /> Phil's Creek pursuant to conditions set forth in <br /> the NPDES General permit issued by the North <br /> Carolina Environmental Management Commission. <br /> Runoff from the areas adjacent to the existing and <br /> expanded quarry pit will drain to the pit itself <br /> for recycle and/or release through this system. <br /> The expanded quarry operation is expected to have <br /> no adverse effects on water quality in Phil's <br /> Creek, OWASA's existing Stone Quarry Reservoir, or <br /> on the downstream University Lake water supply. <br /> Concerns about runoff from the existing asphalt plant have <br /> been addressed by the previously referenced four-party <br /> agreement. Under that agreement, construction of a concrete <br /> containment collar with an oil/water separator sump and a <br /> concrete pad at asphalt and fuel tanks for trucks transferring <br /> asphalt and fuel was required by May 1993. The Nello Teer <br /> Company made the required improvements by the specified date. <br /> FLORA AND FAUNA. Located away from sites that would, if <br /> developed, create a threat to unique or endangered species as <br /> identified by the state or federal government. <br /> COMPLIER. This site presents no threat to unique or <br /> endangered species (as identified by the state or federal <br /> government) if developed as proposed by the applicant. <br /> SOIL CONDITIONS. Located in areas where soil conditions and <br /> stability are suitable for extractive operations. <br /> COMPLIEE. The portion of the site west of Bethel-Hickory <br /> Grove Church Road is composed of Georgeville silt loam. This <br /> quarry provides fill for drainage fields for septic systems in <br /> the County. Georgeville soils pose no problems for future <br /> development. The remainder of the site east of Bethel-Hickory <br /> Grove Church Road is designated Pits, or an area where the <br /> soil has been removed by quarrying operations. <br /> 8 <br />
