expanded storage reservoir will provide additional <br /> high quality water for the community at little <br /> capital cost to the public. <br /> Finally, the proposal is described as advancing <br /> Goal Number One of the Comprehensive Plan ("To <br /> conserve the County's natural environment through <br /> means which are equitable to all citizens of Orange <br /> County") by using a mutually beneficial <br /> public/private easement to transform a business <br /> enterprise into a public water supply reservoir. <br /> COMPARISON WITH LOCATION STANDARDS <br /> In an analysis of a Comprehensive Plan amendment, the requested <br /> designation is evaluated for compatibility with% the applicable <br /> Locational Criteria in section 3 .4 of the Land Use Element of the <br /> Comprehensive Plan.
