BACXGROUND: You may recall from the last Orange County Assembly of Governments' meeting, efforts would be renewed to examine the issues of water and sewer service area boundaries. The Orange County and Chapel Hill managers and staff have collaborated on a proposed charge to and composition for a committee on water and sewer service area boundaries, as attached. If this draft is satisfactory, I would propose that we place it on our respective agendas during the month of April. The committee would make an initial report and conceptual recommendations by October, 1994. If this step was successful, a proposed agreement would be developed for consideration including a public hearing as desired by the committee and the respective governing boards. At an appropriate time in the process, additional entities with water and sewer utilities could be invited to participate. RECONMENDATION(S) : To approve the attached proposal on composition and charge to the above referenced committee.
