2 <br /> 3. A County representative should serve as Chair. <br /> The Board asked that the Chair of the Commissioners <br /> and the County Manager draft a proposal and bring it <br /> back for consideration at a meeting in April. <br /> As additional background, the following represents: <br /> (1) The General Interests expressed at the BOCC <br /> Retreat; and (2) Specific Interests as identified at <br /> Public Hearings/BOCC Meetings. <br /> 1. General Interests - As identified at BOCC Retreat <br /> a. Avoiding urban sprawl; <br /> b. Preserving protected watersheds and <br /> groundwater supplies; <br /> C. Encouraging bicycle and mass transit <br /> transportation in and between urbanized <br /> areas; <br /> d. Protecting and preserving farmland and open <br /> space; <br /> e. Developing an appropriate mix of residential <br /> and nonresidential development, including <br /> commercial; <br /> f. Encouraging fiscally responsible <br /> development; <br /> g. Involving neighborhood residents in the <br /> planning process; and <br /> h. Enhancing the revenue base of the Town and <br /> the County <br /> 2. Specific Interests - As identified at Public <br /> Hearings/BOCC Meetings <br /> a. Range of permitted uses; i.e. , appropriate <br /> mix of nonresidential uses; <br /> b. Character of development; i.e. , business <br /> park vs. RTP atmosphere; <br /> C. Development standards; i.e. , minimum lot <br /> size and building coverage; <br /> d. Annexation potential; <br /> e. Cooperative Planning Agreement; i.e. , County <br /> vs. Town review/approval; <br /> f. Avoiding "strip" development; i.e. , <br /> convenience stores and fast food <br /> restaurants; <br /> g. Utility extensions; i.e. , policies, plans, <br /> costs, usage, and capacities; <br /> h. Entranceway character; .i.e. , setbacks, ROW <br /> dedication, widening, and access points; <br /> i. District expansion; i.e. , along west side of <br /> Old NC 86 north of ED District; <br /> j . Hillsborough development standards/proposed <br /> amendments; <br />
