� 1 <br /> OR AN G E C 0 U N T Y <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: April 4, 1994 <br /> Action Agenda <br /> Item # V=-fir <br /> SUBJECT: Classification Plan Amendment - GIS Application Developer <br /> DEPARTMENT: Personnel PUBLIC HEARING: Yes % No <br /> ATTACHMENT(S) : INFORMATION CONTACT: <br /> Elaine Holmes, Personnel Director <br /> GIS Application Developer <br /> Class Specification TELEPHONE NUMBERS: <br /> Hillsborough - 732-8181 <br /> Durham - 688-7331 <br /> Mebane - 227-2031 <br /> Chapel Hill -967-9251/968-4501 <br /> PURPOSE: To amend the Orange County Classification and Pay Plan <br /> by adding the new class of GIS Application Developer <br /> at Salary Grade 72. <br /> BACKGROUND: Development of the Geographical Information System <br /> (GIS) application is an on-going County goal. <br /> To support progress on this goal, Land Records had <br /> requested staff support to develop applications on the <br /> GIS software (ARC/INFO) and provide training of all <br /> personnel who will use GIS. <br /> Land Records had determined that securing technical <br /> assistance from the GIS vendor or the hardware vendor <br /> would cost $125 -$135 per hour plus expenses and was <br /> not cost-effective. <br /> A team made up of Land Records Manager Roscoe Reeve, <br /> Planning Director Marvin Collins, County Manager John <br /> Link, Assistant County Manager Rod Visser, and Budget <br /> Director Sally Rost met to discuss alternatives for <br /> staffing. In the context of right sizing and <br /> making the best use of available resources to meet the <br /> County goal of GIS development and implementation <br /> within current funding, a decision was made to <br /> temporarily transfer a vacant Planner III, salary <br /> grade 72, position from the Planning Department to <br /> Land Records to provide staff support for GIS <br /> applications development. <br /> Land Records then submitted a position description to <br /> Personnel reflecting the GIS application development <br /> duties so that the position can be classified <br />
