GLEDHILL <br />E-MA1L• ggt«Ihilt@cg6P-law.cvm <br />RE: Agreement for Solid Waate Management` - "Greene Tract" <br />Dear Board Members: <br />I was recently asked to attend a~staff meeting concerning <br />the future use. of the "Greene Tract." The focus of the <br />discussion was a document titled "Greene Tract: The Headwaters <br />Preserve and Campus." This document contains "guiding • <br />principals" for the use of the 104 acre portion of the Greene <br />Tract jointly owned by Carrboro, Chapel Hill and Orange County.. <br />and parameters for "Proposed Conservation Easements" on the 60 <br />acre portion of the Greene Tract owned solely by Orange County. <br />A copy of that document is enclosed. At the staff meeting there <br />was also a discussion concerning the County paying the Solid <br />Waste System enterprise fund for the 60~ acre portion of the <br />Greene Tract. This letter is intended to bring to your attention <br />what, in my opinion, is a conceptual problem with the plan to <br />use the 60 acre portion of the Greene Tract for conservation <br />purposes and, in my opinion, a conceptual problem with the <br />County being solely responsible for reimbursing the Solid Waste <br />System enterprise fund for this 60 acres'of land. <br />Enclosed with this letter also are copies of the Agreement <br />to Amend the Agreement for Solid Waste Management (the <br />Amendment) and the Agreement for Solid Waste •Management (the <br />Agreement). Paragraph 5 of the Agreement prescribes that the <br />
