Criteria for Projects in A�1 Economic Development Districts <br /> The goals of the Strategic Plan include the "creation of diversified and <br /> environmentally safe businesses ...to provide jabs for county residents and <br /> to increase the non-residential taxi base..." Of course the creation of <br /> economic development districts cannot accomplish all the goals of the <br /> Strategic Plan, but the districts can be more directly targeted to achieve <br /> the goals if overall cri teria for developments were added to specific uses <br /> allowed in the economic development districts. <br /> The following are the overall critetia suggested for developments in <br /> Economic Development Districts: <br /> I_ low water usage <br /> 2. little or no production of hazardous waste or pollutants <br /> 3. little or no heavy truck triffic, low noise levels <br /> Staff has already done some work do the low water usage criterion, but <br /> the BOCC needs to consider the following questions: <br /> 1. Should developments which violate the criteria be allowed, even <br /> with a special use permit? <br /> 2. How would each criterion be defined? <br /> 3. Should there be other critiria, such as an assurance that the jobs <br /> would be for county residents or a certain level of wages would be paid? <br /> V. Pilot Projects <br /> Since the approval of Economic Development Districts has an unknown <br /> outcome, should some kind of pilot project approach be utilized? <br /> Here are some questions to consider: <br /> 1. Should the uses in each district be further differentiated and <br /> some comparisons in outcome made later? <br /> 2. Should there be a period during which the BOCC has some role in <br /> the approval of major development projects? <br /> 3. Would it be prudent to allow additional uses to be permitted <br /> through a planned development process? <br /> 4. There is other information described on these pages which could <br /> be gathered. The general question is what aspects of the EDDs does the <br /> SOCC wish to monitor.
