MEMORANDUM ? <br /> J <br /> 1• <br /> To: Board of Commissioners <br /> From: Alice Gordon ftKG- <br /> Subject: Recommendations - Economic Development Districts Proposal <br /> Date: February 28, 1994 <br /> Included below is a list of recommendations for action on the proposal for <br /> the Economic Development Districts (EDDs). Please refer to my "Points to <br /> Ponder" memorandum of February 11 for further information. <br /> Establishment of Nodes <br /> Motion: That we approve the establishment of two of the three Economic <br /> Development Districts, namely, <br /> A. I-85/Buckhorn Road EDD B. I85/US Hwy 70 EDD, <br /> with the specific changes to Orange County land use regulations being given <br /> in subsequent motions. <br /> Action on the I-8 5/Buckhorn Load EDD <br /> and the 185/US Hwy 70 EDD <br /> A. Problems with the EDD Proposal for Land Use Plan and Zoning <br /> Ordinance Changes <br /> 1. Proposed standards fail to require that commercial development <br /> a. have public utilities (such as water and sewer service) <br /> b. be located in areas-udth that are planned for higher population <br /> densities (transition areas and towns) <br /> although our current regulations in both the Land Use Plan and Zoning <br /> Ordinance do contain these provisions. <br /> 2. Proposed standards are 'fuzzy" so that a lot of judgment is involved. <br /> B. Recommended Actions to Address These Two Problems <br /> Motion:. That changes to the Land Use Plan and Zoning Ordinance that are <br /> made to implement the Economic Development Districts Proposal will <br /> include the following elements: <br /> 1. Land Use Plan <br /> Use the type of iocationai criteria found in our current Land Use Plan. <br /> The current criteria are clear an requ"r nodes to have both public <br /> utilities and medium to high pop ion density. <br /> Details of the changes will be given elsewhere. <br />
