The attachments to this abstract outline several amendments for <br /> the Board's consideration. <br /> The amendments address two major policy questions: <br /> 1. Location of Commercial, industrial, economic development, and similar <br /> non-residential activity nodes <br /> Before March 1, Orange County required that major commercial activity <br /> nodes be located in areas in or near population centers (towns or <br /> transition areas) . These were essentially urban nodes with urban, <br /> centralized services. For the "Locational Criteria" in the Land Use <br /> Plan that are relevant, see "Public Services/Utilities" and <br /> "Population Density" and also "Soil Conditions" and "Existing Land <br /> Use". After March 1, we are allowing these more intensive land uses <br /> in many other essentially rural parts of the county. (See Gordon's <br /> Economic Development Districts memos dated February 28 and February <br /> 11. ) <br /> 2. Board Review of Economic Development Proposals <br /> Before March 1, the Commissioners reviewed virtually all major <br /> projects in Orange County. After March 1, a significant number of <br /> major developments could be reviewed by staff only. (See Gordon's <br /> Economic Development Districts memos of February 28 and February 11. <br />
