15 <br />4) No signals, lights, or illumination shall be permitted on an antenna, <br />unless required by the FCC or the FAA; <br />5) Any related unmanned equipment building shall not contain more <br />than six hundred (600) square feet of gross floor area per user or <br />be more than twelve (12) feet in height; <br />6) If the equipment building is located on the roof of the building, the <br />area of the equipment building shall not occupy more than twenty- <br />five (25) percent of the roof area, and shall comply with all State of <br />North Carolina Building Code requirements for the proposed and <br />existing building; <br />7) Antennas may be located on poles owned or controlled by the <br />County or by a utility provider pursuant to the following <br />regulations: <br />a) The maximum height of the pole with antenna shall not <br /> exceed seventy- (70) feet in height; and <br />b) The utility poles shall be located on public property, within <br /> public easements, or public rights-of-way. <br />c) The antenna shall be of a size and placement that is <br /> structurally compatible with the engineering design of the <br /> pole pursuant to the North Carolina State Building Code <br /> and attested to by a professional engineer licensed in the <br /> State of North Carolira, and competent to evaluate <br /> antenna choices. <br />d) The antenna shall not extend more than ten- (10) feet <br /> above the existing pole height. If the pole is replaced to <br /> withstand the addition of telecommunications equipment, <br /> then the same restriction shall apply except that the utility <br /> pole may be twenty- (20) feet higher than the adjacent pole <br /> heights. . <br />e) Placement of an antenna on a utility pole shall only be on <br /> poles owned or operated by a public utility authorized to <br /> operate in the County, a County franchisee, or Orange <br /> County. <br />f) All relocation costs associated with any relocation of the <br /> antenna necessitated by roadway or sidewalk <br /> improvements shall be borne by the telecommunications <br /> provider. <br />f) Fees. <br />1) A filing fee as set by the Orange County Board of Commissioners <br />shall be paid upon application for a Building Permit, Site Plan <br />approval, or Special Use Permit. In addition, an inspection fee is <br />due the County at the time of future inspections. <br />
