The outcome will be to provide screening and <br /> diagnostic services to 191 low-income women. <br /> BACKGROUND: <br /> The orange County Health Department Community Diagnosis for 1993-94 identified cancer <br /> as one of the top leading causes of death in orange County and the disparity in <br /> health indicators between European-Americans and African-American population groups <br /> in Orange County among the highest priority problems. In order to address a portion <br /> of this problem, the Health Department has received funding through the Consolidated <br /> Contract with the Department of Environment, Health and Natural Resources (DEHNR) to <br /> operate a Breast and Cervical Cancer Control clinic for women who qualify by income <br /> and risk factors. <br /> The Board of commissioners, on January 19, 1993, approved a time-limited increase of <br /> an existing Family Nurse Practitioner (FNP) position by ten hours per week to staff <br /> a new Breast and Cervical Cancer screening Clinic using additional grant funds from <br /> DEHNR. Due to delays in arranging contracts for mammograms and colposcopy services, <br /> the clinical portion of the project was not implemented before June 30, 1993. <br /> Therefore, the time-limited increase in hours for the FNP position has expired. <br /> The grant was refunded by DEHNR, incorporated into the Consolidated Contract and <br /> approved by the Board of Commissioners on April 20, 1993. Therefore, funds to <br /> operate the program are in the approved budget for the current year. The clinical <br /> services are now underway with an objective of providing breast and cervical cancer <br /> screening to 191 women using a sliding fee scale. <br /> The state grant also provides for diagnostic follow-up for women with positive <br /> screening results through contracts with local providers for mammography and <br /> colposcopy services. <br /> This program has been developed in consultation with the UNC-CH Cancer Treatment <br /> Program and several private practices in the county. <br /> RECOMMENDATIONS(S) The Manager recommends approval to extend the hours of the <br /> existing permanent part-time FNP position by 5 hours per week. <br />
