CIS is a non-profit, non-partisan, community based <br /> organization charged with addressing the multiple needs of youth at the highest risk of educational, social, and <br /> economical failure. It will bring existing public and private resources and people into the schools where they <br /> most benefit students. <br /> This budget amendment appropriates $10,000 from the Commissioners' contingency account to cover start-up <br /> program expenses from April to June 1994. The allocation provides funds for salaries and benefits of a <br /> Program Coordinator ($9,000) and office rental and other operating expenses ($1,000) for this three-month <br /> period. <br /> (2) The Chapel Hill-Carrboro City Schools is beginning the planning process for construction of a new <br /> elementary school in that district to open in 1996-97. Last Spring, the Board of Commissioners established an <br /> elementary school capital reserve account, while the financing plan for construction of this new school was <br /> determined. Last Fall, the Commissioners agreed to pursue financing additional elementary school space <br /> through an installment purchase plan, such as Certificates of Participation. The annual installment payments <br /> are to be paid from sales tax proceeds and impact fee. revenue. <br /> To begin the planning and design work for this school the Chapel Hill Board of Education is requesting that the <br /> Board of Commissioners transfer the funds from the reserve account into an active capital project account. The <br /> attached capital project ordinances transfer$81,859 into a capital project "New Chapel Hill-Carrboro Elementary <br /> School." <br /> RECOMMENDATION: <br /> The Manager recommends that the Board of County Commissioners adopt the proposed budget ordinance <br /> amendment and capital project ordinances. <br />
