65 Waddell asked about an apparent discrepancy appearing on page 61 of the agenda (permitted use table) . He asked why nightclubs, bars, and pubs, accessory to hotels and motels, are shown as being permitted by right when hotels and motels require a special use permit. Collins indicated that for a nightclub, bar or pub to be allowed, it would have to be located in a hotel or motel, and the hotel or motel must first be approved as a special use. Otherwise, no nightclub, bar or pub would be permitted. Waddell then noted that on page 37, fourth line from the bottom, the last "as" in "as far south as" should be crossed out. On the last line, the sentence should read, "in the northwest corner of the Chapel Hill Township" , with "Chapel Hill" being added. On page 41, under 1.d. 1, after the wording "major arterial road" , there should be a period to end the sentence. Waddell asked if there were any other comments by any of the other members. There being none, Waddell indicated that he would like to get a motion concerning the proposal, as revised, including the Zoning and Land Use Plan amendments (maps and text) . XOTIOM: Jobsis moved approval of the amendments to the Land Use Element and Zoning Ordinance, as revised, including the Design Manual, and including the current amendments that were proposed in the document. Seconded by Cantrell. VOTE: Unanimous. Burklin indicated that while he approved of the Plans and Manual, he wanted to share his concern with the Commissioners that there should be compatible uses, but feels that should be done within the goals, visions, and plans of the EDC instead of through the process of restricting the permitted use table because that takes too much flexibility out of the plans. Waddell indicated his agreement with Burklin's statement being reflected in the minutes.
