However, the staff feels that <br /> the performance standards and design criteria in the <br /> Design Manual will adequately address concerns about <br /> specific uses. The "monitoring' process recommended <br /> by Commissioner Gordon will also provide information <br /> as to whether more control is required. <br /> Waddell commented that he felt the Planning Staff <br /> had made efforts to address concerns of the public <br /> as well and make the permitted uses more viable. <br /> Collins responded that he and Ted Abernathy, EDC <br /> director, agree that if the uses are "pruned" <br /> further, the real question becomes, even if they are <br /> adopted, will anyone use them. It is the same <br /> situation that resulted when Chapel Hill created a <br /> mixed use district near I-40 and Airport Road. They <br /> made the restrictions so tight and the list of uses <br /> so limited, that it was never used. They are now in <br /> the process of trying to get a small area plan for <br /> the area. <br /> Joan Jobsis stated that she had been a part of the <br /> economic development process for about four years. <br /> The original intent was to develop an economically <br /> prezoned area that could promote development in the <br /> county. After a great deal of deliberation, these <br /> sites were selected as the most probable places <br /> where development could occur. This would allow <br /> designed development that would not infringe on <br /> surrounding areas but would not be scattered all <br /> over the county. These are areas that will be <br /> developed in one way or another. If we become <br /> terribly restrictive, it will overthrow the whole <br /> intent which was to help economic development in the <br /> county which meant industry as well as commercial <br /> and office space. She continued that she did not <br /> want to become so restrictive that all of <br /> manufacturing is outlawed. She expressed the <br /> concern that it has already become too restrictive <br /> and it is made very difficult for anyone to come in <br /> and develop industry in our county. If we want <br /> industry, which was the intent of all the years of <br /> _work on this, we have to promote some zoning that <br /> allows industry. <br /> Cantrell asked if Collins wanted the Planning Board <br /> to prepare comments to insert after each <br /> question/consideration. Collins responded that if <br /> the Board would like to have a consensus or a formal <br /> vote after each question, the responses could be <br /> filled in using the format (copy attached) as <br /> included in the agenda materials. <br /> Waddell asked if the Board would like to respond <br /> individually to the questions.
