Of course the creation of <br /> economic davelopment districts cannot accomplish all the goals of the <br /> Strategic Plan, but the districts can be more directly targeted to achieve <br /> the goals if overall criteria for davelopments were added to specific uses <br /> allowed in the economic development districts. <br /> The following are the overall criterie suggested for developments in <br /> Economic Development Districts: <br /> 1. 1 ow water usage <br /> 2. little or no production of hazardous waste or pollutants <br /> 3. little or no heavy truck traffic, tow noise levels <br /> Staff has already done some work on the low water usage criterion, but <br /> the BOCC needs toy consider the following questions: <br /> I. Should developments which violets the criteria be allowed, even <br /> with a special use permit? <br /> 2. How would each criterion be defined? <br /> 3. Pilot Projects <br /> Since the approval of Economic Development Districts has an unknown <br /> outcome, should some kind of pilot project approach.be utilized? <br /> Here are some questions to consider: <br /> 1. Should there be a period during which the BOCC has some role in <br /> the approval of major development projects? <br /> 3. Would it be prudent to allow additional uses to be permitted <br /> through a planted development procsss? <br /> 4.
