Criteria for Projects in All Economic Development Districts <br /> The goals of the.Strategic Plan include the 'creation of diversified and <br /> environmentally safe businesses ...to provide fobs for county residents and <br /> to increase the non-residential tax base..." Of course the creation of <br /> economic davelopment districts cannot accomplish all the goals of the <br /> Strategic Plan, but the districts can be more directly targeted to achieve <br /> the goals if overall criteria for davelopments were added to specific uses <br /> allowed in the economic development districts. <br /> The following are the overall criterie suggested for developments in <br /> Economic Development Districts: <br /> 1. 1 ow water usage <br /> 2. little or no production of hazardous waste or pollutants <br /> 3. little or no heavy truck traffic, tow noise levels <br /> Staff has already done some work on the low water usage criterion, but <br /> the BOCC needs toy consider the following questions: <br /> I. Should developments which violets the criteria be allowed, even <br /> with a special use permit? <br /> 2. How would each criterion be defined? <br /> 3. Should there be other criteria, such as an assurance that the Jobs <br /> would be for county residents or a certain level of wages would be paid? <br /> i <br /> V. Pilot Projects <br /> Since the approval of Economic Development Districts has an unknown <br /> outcome, should some kind of pilot project approach.be utilized? <br /> Here are some questions to consider: <br /> 1. Should the uses in each district be further differentistsd and <br /> some comparisons; in outcome mods later? <br /> 2. Should there be a period during which the BOCC has some role in <br /> the approval of major development projects? <br /> 3. Would it be prudent to allow additional uses to be permitted <br /> through a planted development procsss? <br /> 4. The general question is whet aspects of the M does the <br /> BOCC wish to monitor. would a two or three year period be appropriate? <br />
