This standard is consistent with pending open space <br /> strategies of preserving approximately 40% open space in the "Open Space Area" <br /> surrounding Hillsborough. This approach is preferable to establishing minimum <br /> lot sizes, etc., since it provides design flexibility while retaining consistent <br /> landscape, building, site, and impervious surface ratios regardless of lot size. <br /> One other change recommended by staff involves the number of large and small <br /> trees per acre of unobstructed open space for industrial uses. The analysis <br /> conducted by staff revealed a distortion caused by significant amounts of natural <br /> vegetation being retained on site. Staff recommends that the tree standard for <br /> industrial uses be increased fwn 6 to 20 large bores per acne. The standard for <br /> small bees would be reduced slightly from 11 to 10 bmes per acre(see page 3.2.17 <br /> of Design Manual). <br /> Rather than refer the matter to the Planning Board at its February 1 meeting, <br /> the Board of Commissioners chose to continue discussion of the district proposals <br /> at its February 15 meeting.In addition to comment from one citizen, most of the <br /> discussion centered around questions raised by Commissioners Gordon and <br /> Willhoit. Rather than expect answers to all of the questions, the Commissioners <br /> asked that they be referred to the Planning Board for review and <br /> recommendation at its February 21 meeting. Staff has provided copies of the <br /> question sheets as well as responses (see minutes and staff memorandum). Since <br /> some of the questions involve Land Use Plan and Zoning Ordinance amendments, <br /> staff has provided copies of those proposals. <br /> Planning; Board Rommmendation: At its February 21, 1994 meeting, the <br /> Planning Board considered the questions referred to it by the Board of <br /> Canrmiseioners, as well as the evidence received at the February 1, 1994 public <br /> hearing and subsequent meetings, and recommended approval of the proposed <br /> text and map amendments to the Land Use Element and Zoning Ordinance, <br /> including the Design Manual, as revised, and the establishment of all three <br /> districts, with the following changes: <br /> 1. That the bee standard for industrial uses in all districts be increased <br /> from 6 to 20 large trees per acre and that the standard for small trees be <br /> reduced from 11 to 10 trees per acre. <br /> 2.
