16 <br /> Development(ED)Districts]of this ordinance, to be considered for approval when such plans <br /> do not: <br /> 1. Meet the criteria for site plan approval listed in Article 14.3; <br /> 1 Address agency comments solicited during the site plan review process and/or <br /> 3.
