In <br /> determining the appropriate pattern of land use for the County an assumption is implicitly made <br /> regarding the type of growth favored and the response of the economy to such growth. The Orange County Industrial Facilities and Pollution Control <br /> Authority was created by the Board of County Commissioners on October 23, 1978, and formally <br /> organized on March 5, 1979, io Ow body poinerily peops"bk fsp own agg to work toward the <br /> establishment and acpansion of manufacturing companies within Orange County. Creation of this <br /> Authority made it possible for manufacturing companies to be eligible for Industrial Revenue Bonds. <br /> In December 1982,the Orange County Economic Development Commission(EDC)was established and <br /> charged with carrying out an economic development program for all portions of the County and its <br /> constituent municipalities. The EDC's purpose is to increase economic development through clear, <br /> effective strategies avid policies which stimulate balanced development at appropriate rates in suitable <br /> locations. <br /> One of the mayor accomplishments of the EDC has been the preparation of a Sb-ategic Plan for <br /> Orange County's Economic Development. The Plan was adopted on March 8, 1989, including a goal <br /> 4W <br /> '...insure the desired quality of life...by encouraging economic development through investment in <br /> human resources, the expansion of existing businesses, and the creation of diversified and <br /> environmentally safe businesses...to provide jobs for county residents and to increase the <br /> non-residential tans base...'. <br /> As one means of implementing the Plane, a resolution was adopted in October, 1990 by the Planning <br /> Board and the Economic Development Commission establishing procedures to address comprehensive <br /> planning and economic development matters of mutual interest. <br />
