ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 1, 2008 <br />Action Agenda <br />Item No. __6~~ <br />SUBJECT: Renewal of Consolidated Agreement Between Health Department and NC <br />Department of Health and Human Services <br />DEPARTMENT: Health PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Agreement Rosemary Summers, 245-2411 <br />PURPOSE: To approve the annual consolidated agreement between the NC Department of <br />Health and Human Services and the Orange County Health Department, which provides State <br />and Federal funds to the Health Department to partially support mandated services. <br />BACKGROUND: The attached agreement stipulates the provisions for receiving State and <br />Federal support for the programs listed below. At this point in time, most programs are funded <br />at the same levels approved for the current budget year, however, there are two funds fihat are <br />unknown at this time. Health promotion funds in the amount of $24,461 are dependent upon <br />inclusion of the preventive services Federal Block Grant by the U.S. Congress. Availability of <br />federal public health preparedness funds are unknown but anticipated to be reduced by 10% to <br />all counties, a loss of approximately $2,700 for Orange County. Final guidance. on budgetary <br />amounts will be provided in July. The following program areas receive specific categorical <br />funding: <br />General Aid to Counties <br />Maternal Health <br />HIV Testing & Counseling <br />Family Planning <br />Food and Lodging <br />Environmental Health <br />Refugee Health <br />Communicable Disease (including TB Control) <br />Child. Health <br />Child Service Coordination <br />Immunization Action Plan <br />Public Health Preparedness <br />Health Promotion <br />Each year, supplemental funds become available during the fiscal year in various programs <br />depending on State and Federal action and on performance by the County. The total anticipated <br />amount of funding as of July 1, 2008 represents less than 8% of the overall Health Department <br />budget. <br />
