Orange County Government- Class Specification Bulletin Page 2 of 4 <br /> Manage Emergency Services project management for multi-divisional programs and fulfill the roles of the <br /> Emergency Services Director in the absence of the Director or Deputy/Assistant Directors for Continuity <br /> of Operations of Emergency Services. <br /> Manage budgets for areas of responsibility; assist in budget implementation; participate in the forecast of <br /> funding needed for staffing, equipment, materials, and supplies; administer the approved budget; manage <br /> state and federal grants for emergency management and homeland security; <br /> Present multi-hazard emergency preparedness training and education to employees, partner agencies <br /> the public and media in support of the Emergency Management program. Research and prepare <br /> technical and administrative reports; prepare written correspondence in support of the Emergency <br /> Management program and performs other duties as assigned. <br /> Prepare and edit comprehensive reports, correspondence and plans involving detail, statistical and other <br /> data or instructions. <br /> Analyze and recommend loss mitigation, prevention and control strategies, policies and programs <br /> Develop and implement emergency and education activity programs and training <br /> Lead the development and implementation of the"Situational Awareness System" platform including the <br /> ability to share a common operating picture. <br /> -,As delegated serve in the role of Emergency Services Director in his absences for continuity of <br /> Emergency Services Operations. <br /> TYPICAL QUALIFICATIONS: <br /> Knowledge, Skills.Abilities <br /> • Knowledge of principles and practices of organization, administration, and personnel management <br /> involving emergency services <br /> • Knowledge of principles, practices and values of effective leadership <br /> • Knowledge of modern office practices and procedures, including modern office technology and <br /> hardware such as desktop PC's, laptops printers, scanners, and IT systems and servers <br /> • Skill to communicate effectively with a variety of individuals represented diverse cultures and <br /> backgrounds and function calmly in situations which require a high degree of sensitivity, tact and <br /> diplomacy <br /> • Skills to effectively collaborate and work with teams <br /> • Skill to read, interpret and follow regulations and directives <br /> • Skill in safely operating equipment used in this position, computer, and office equipment, <br /> emergency medical equipment, light towers, generators, etc. <br /> • Ability to interpret local, State and Federal rules, regulations, ordinances, standards and <br /> directivities governing disaster and emergency services <br /> • Ability to provide prompt, efficient and responsive customer service. <br /> • Ability to exercise appropriate judgment in answering questions and releasing information; <br /> analyzing and projecting consequences of decisions and/or recommendations <br /> • Ability to deal effectively with the public, various interest groups, the community and with co- <br /> workers <br /> • Ability to establish maintain effective working relationships with elected and appointed officials, <br /> representatives from Towns, school/university systems, volunteer organizations, other agencies <br /> http://agency.govermnentj obs.com/orangecountync/default.cfm?action=specbulletin&Cla... 10/20/2014 <br />
