Smith Reynolds <br /> Foundation. In the three years of operation, we have learned a lot about the housing <br /> situation in Orange County and we have worked on several projects. In 1993, OCHC <br /> has two major projects funded and awaiting construction, Dobbins Hill and Magnolia <br /> Place, as well as several smaller projects throughout the county. <br /> In January or February, OCHC would like the opportunity to report to the County <br /> Commissioners our progress and plans for increasing the supply of decent affordable <br /> housing. At that time, we would also request an additional operating contribution of <br /> $15,000, to supplement the County's original allocation of $35,000. <br /> The additional contribution is needed to assure a balanced budget for the corporation <br /> this year. In our first year of operations, FY 90-91, we received $100,000 from various <br /> funding sources and only expended about $50,000, since the Executive Director was <br /> not hired until January, 1991. Because of the $50,000 surplus in FY 90-91, we were <br /> able to request the same operating contribution, $35,000, from Orange County and <br /> Chapel Hill in FY 91-92 and FY 92-93. During those two years, our annual budget <br /> increased to approximately $140,000 to accommodate the Homebuyer Education <br /> Program, in addition to the regular operating budget to support the Executive Director <br /> and pre-development activities. <br /> In FY 93-94, knowing our workload for Magnolia Place and Dobbins Hill would be <br /> substantial, OCHC requested a $70,000 allocation from Orange County and Chapel <br /> Hill, double our previous allocation. The carryover of funds from the first year of <br /> operations was down to $20,000, and we wanted to add a part-time construction <br /> manager and a part-time office assistant to the staff. Because local government <br /> budgets were constrained this year, we received $50,000 from Chapel Hill and $35,000 <br /> from Orange County. We never got the opportunity to talk with you or the <br /> Administration further about our allocation. <br />
