Attachment 2 - 3/20/08 Letter from OWASA Board Chair -Potential Use of the Jordan <br />Lake Water Supply -Information for the March 31, 2008 Orange County <br />Assembly of Governments Meeting <br />3) Buckhorn Village. <br />In December of 2007 the applicant, Buckhorn Road Associates LLC, submitted applications <br />requesting the development of a large-scale 1.14 million square foot commercial mixed use site <br />along Buckhorn Road and I-85/I-40. The applicant proposes developing this project as a <br />Planned Development creating a master plan for the 130+ acres. <br />No Attachments <br />4) Greene Tract Update <br />Staff will provide an update on the disposition of the Greene Tract and discuss matters related <br />to implementing a concept plan and consequently reimbursing the Solid Waste Enterprise <br />Fund. The work of the Rogers Road Small Area Plan Task Force in the Chapel Hill planning <br />and land use jurisdiction has prompted increased attention to the disposition of the Greene <br />Tract. Several meetings of elected representatives and staff from Orange County, Chapel Hill, <br />and Carrboro have been held since the fall in preparation for moving forward with proposed <br />conservation easements and a repayment schedule targeted for next fiscal year. A recent <br />opinion from the County Attorney raises the need for the three jurisdictions to discuss their <br />mutual needs and expectations for the jointly held and County-held acreage, and the financial <br />ramifications, in respect to the language and intent of the Inter Local Agreement. <br />The Boards are asked to provide guidance and feedback to County and Town management on <br />possible conservation easements and reimbursement shares for the Greene Tract relative to <br />the Inter Local Agreement. <br />Attachment 4 - 3/24/08 Memorandum to County Manager- Greene Tract Update <br />5) Update on the 2035 Long Range Transportation Plan (LRTP) <br />The Transportation Advisory Committee (TAC) of Durham-Chapel Hill-Carrboro Metropolitan <br />Planning Organization (MPO), at ,its meeting on March 12, received a presentation of the <br />Deficiency Analysis and Needs Assessment (DANA) for the update of the 2035 Regional Long <br />Range Transportation Plan. Several Orange County TAC members requested that the <br />presentation be given to the Assembly of Governments, with respect to implications regarding <br />land use planning. <br />The purpose of the DANA is to identify future transportation deficiencies and needs. The <br />Triangle Regional Model (TRM) identifies deficiencies by loading the 2035 population and <br />employment forecast onto the current network of highways, transit services and other <br />transportation facilities. After identifying deficiencies, the MPO will evaluate several <br />transportation Alternatives (i.e., a set of highway, transit and other transportation projects) over <br />the next few months to address those deficiencies. At that time, the next step will be to select <br />Preferred Alternatives for the 2035 Long Range Transportation Plan (LRTP) and <br />Comprehensive Transportation Plan (CTP). <br />
