BACKGROUND: The property is located in Bingham Township on the south side of Thom Road (SR 2145) . Thom Road is a paved State- maintained road. The entrance to the subdivision is in Alamance County. Section Four contains six (6) lots, however, only five (5) lots are located in Orange County. Lot sizes in Orange County range from 1.30 to 1. 66 acres and include lots 22 through 26 in Section Four. The property is zoned Agricultural Residential (AR) and Cane Creek Protected Watershed (CANE-PW) . It is also designated Agricultural Residential and Cane Creek Protected Watershed in the Comprehensive Plan. A public road (Scarlet Oak Lane) will extend from Alamance County into Orange County to serve the five lots. The Preliminary Plan for Section One of the Village of the Oaks was approved by the County Commissioners on August 4, 1993 . Section Two was approved in Alamance County. The Planning Board reviewed and approved the Concept Plan for Section Three and Four The Village of the Oaks at its August 16, 1993 meeting. The Planning Board considered the Preliminary Plan for Section Three and Four The Village of the Oaks on January 24, 1994 and unanimously recommended approval subject to the conditions contained in the Resolution of Approval.
