This construction would come on line as quickly <br />as can be accommodated by regulatory approvals and funding availability. <br />• Estimated completion of the upfit for DSS: end of calendar year 2008. <br />Whitted Building <br />As a result of the development of an alternative human services campus in the central <br />part of the County, the Whiffed Building may be reallocated for other non-County uses. <br />County staff will prepare options for the alternative uses, which the Board may consider <br />at a future date. Potential alternatives include, but are not limited to the following <br />activities or combination of activities: <br />• Administrative offices for the Recreation and Parks Department; <br />• Location for non-profit agencies to lease space at an affordable rate; <br />• Performing Arts Center; <br />• Heritage Center; <br />• Condominium/lofts for affordable housing; <br />• Arts School; <br />• Studio space for artists in the Hillsborough arts community; <br />• Office space for the Orange County Arts Commission, currently located at the <br />Court Street Annex; <br />• Administrative offices for other governmental bodies, including, but not limited to <br />the Orange County Board of Education and/or the Town of Hillsborough. <br />Potential Divestiture of Properties <br />County Commissioners have also discussed the possible divestiture of some properties <br />owned by the County which may be vacated as a result of the completion of the <br />Downtown Hillsborough campus and the Central Orange Human Services Campus in <br />Hillsborough. Smaller properties in Downtown Hillsborough that were acquired to meet <br />pressing space needs in the past are likely candidates. The properties would be <br />declared as surplus by the Board of Commissioners and sold in accordance with <br />surplus laws regulating the sale of public properties. <br />Park Construction Projects <br />• Fairview -Completed and submitted grant application on January 31 to NC Parks & <br />Recreation Trust Fund for funds to develop Fairview Park (authorized by BOCC on <br />December 3). Engineering consultant working on cost estimates and preliminary permit <br />issues. Prepared Site Plans and Cost Estimates for the PARTF grant application. <br />• West Ten Phase 11- Phase I has been completed. Official notice to proceed for <br />Phase 2 issued 1/29. Rough grading in progress on Phase 2, with approximately 20% <br />completion of project to date. <br />• Northern Park -Construction underway and on schedule. Project approximately 20% <br />complete. <br />• Future Northeast Park (Kirby) Property -Site analysis study underway. <br />Development of preliminary concept plan on-going. <br />5 <br />
