2 <br /> The County Attorney has outlined the steps necessary for <br /> the land exchange. The first step in the process is <br /> determining relative value of the property to be <br /> exchanged. The County must receive full and fair <br /> consideration in the exchange. Since the County <br /> lot is not considered as surplus property, the County <br /> must essentially be enhancing the utility and the value <br /> of its existing property and facilities in order to <br /> accomplish the transfer. <br /> The second step is for the properties to be surveyed to <br /> determine the acreage of both properties before and <br /> after a possible exchange. Also, a title search of <br /> Habitat's property must be performed. <br /> Finally, the Board must adopt a resolution authorizing <br /> the exchange. The resolution must be adopted at a <br /> regular meeting of the County Commissioners upon 10 days <br /> public notice. <br /> The County Engineer has informally identified the square <br /> footage to be exchanged by both parties. The County Tax <br /> Assessor has determined preliminarily the County will <br /> receive full and fair consideration, and the County will <br /> enhance the utility and the value of its existing <br /> property. Housing and Community Development, Recreation <br /> and Parks, and Planning Departments have reviewed the <br /> possible land exchange. The exchange would not affect <br /> the current and future activities at the Efland-Cheeks <br /> Community Center and Park. <br /> Staff plans to begin negotiations with Habitat For <br /> Humanity immediately and request the County Attorney to <br /> perform a title search of the property. A resolution <br /> authorizing the exchange of property will be presented <br /> at the March 1, 1994 Commissioners' Meeting. <br /> RECOMMENDATION(S) : Manager recommends the Board receive the report <br /> as information. <br />
