The property is located <br /> north of Stagecoach Road, and the eastern portion of the tract straddles the <br /> Orange-Alamance county line. The property is the site of a proposed residential- <br /> golf course development and is located in the Back Creek Watershed. With the <br /> annexation of the tract, the City now wishes to pursue extension of its ETJ. <br /> Statutory Authority <br /> Under G.S.160A-360(a), a city such as Mebane with a population of less than <br /> 10,000 persons may exercise all of the planning and zoning powers granted by <br /> Article 19 of G.S.160A within a defined area extending no more than one mile <br /> from its corporate limits.G.S.160A-360(b)requires that the boundaries of the area <br /> be defined, to the extent feasible, in terms of geographic features identifiable on <br /> the ground. <br /> Under G.S.160A-360(e), however, no city may extend its extraterritorial powers <br /> into any area for which the county has adopted and is enforcing a zoning <br /> ordinance,subdivision regulations,and the State Building Code unless the city and <br /> the county agree upon the area within which each will exercise the powers <br /> conferred by Article 19. Orange County currently enforces all three codes and/or <br /> ordinances in its jurisdiction. <br /> The Mebane Proposal <br /> The City of Mebane has proposed an extension which is in keeping with the basic <br /> provisions of G.S.160A-360.The area which would be incorporated into Mebane's <br /> ETJ is bounded generally by High Rock Road on the north and extends <br />
