7 <br /> 11. Policy of City of Durham. (a) THE CITY OPPOSES THE <br /> PRACTICE OF APARTHEID IN THE REPUBLIC OF SOUTH AFRICA <br /> AND URGES EACH OF ITS CONTRACTORS TO REFRAIN FROM <br /> INVESTING OR DOING BUSINESS IN THE REPUBLIC OF SOUTH <br /> AFRICA. (b) The City opposes discrimination on the <br /> basis of race and sex and urges all its contractors to <br /> provide a fair opportunity for minorities and women to <br /> participate in their work force and as subcontractors <br /> and vendors under City contracts. <br /> 12. Headings.
