Urban Goods Moveme^t <br /> The movement of goods and services is a large scale <br /> intense activity that is vital to the urban economy. It <br /> includes terminal activities, travel to and from service <br /> zones, movement within the service zone, and stop time. <br /> To the extent that time to complete these activities can <br /> be minimized, efficiency of goods movement and services <br /> will increase. Goods movement studies would be conducted <br /> when surveillance activities indicate studies are needed <br /> or problems are otherwise identified. <br /> 9. Energy Conservation Plan <br /> This includes activities toward development of a plan <br /> outlining means to conserve energy resources. <br /> E. Implementation <br /> Transportation plan implementation involves (1) review and e <br /> analysis of administrative controls and (2) an implementation <br /> plan. Agency responsibilities for implementation of work <br /> tasks are given in Appendix B. <br /> 1. Administrative Controls and Corridor Protection <br /> An examination of subdivision regulations, zoning <br /> ordinances, future street line ordinances, and other <br /> administrative controls and procedures will be conducted <br /> to determine if any revision should be made in existing <br /> controls, procedures, or regulations as conditions <br /> warrant. <br /> 2. Implementation St_ udy <br /> This study will consist of a review of existing and <br /> projected revenues available for transportation plan <br /> implementation and the development of a long range plan <br /> for implementation based on anticipated funding and full <br /> use of available administrative tools such as the <br /> subdivision ordinance. It is anticipated that the <br /> implementation study will be conducted with the <br /> reevaluation of the long range plan. However, some work <br /> may be accomplished on this in conjunction with the short <br /> range transportation system management element as <br /> warranted. <br /> 21 <br />
