Urban Goods Moveme^t The movement of goods and services is a large scale intense activity that is vital to the urban economy. It includes terminal activities, travel to and from service zones, movement within the service zone, and stop time. To the extent that time to complete these activities can be minimized, efficiency of goods movement and services will increase. Goods movement studies would be conducted when surveillance activities indicate studies are needed or problems are otherwise identified. 9. Energy Conservation Plan This includes activities toward development of a plan outlining means to conserve energy resources. E. Implementation Transportation plan implementation involves (1) review and e analysis of administrative controls and (2) an implementation plan. Agency responsibilities for implementation of work tasks are given in Appendix B. 1. Administrative Controls and Corridor Protection An examination of subdivision regulations, zoning ordinances, future street line ordinances, and other administrative controls and procedures will be conducted to determine if any revision should be made in existing controls, procedures, or regulations as conditions warrant. 2. Implementation St_ udy This study will consist of a review of existing and projected revenues available for transportation plan implementation and the development of a long range plan for implementation based on anticipated funding and full use of available administrative tools such as the subdivision ordinance. It is anticipated that the implementation study will be conducted with the reevaluation of the long range plan. However, some work may be accomplished on this in conjunction with the short range transportation system management element as warranted. 21
