Planning for The Elderly and The Disabled <br /> Joint FHWA and FTA regulations require that the urban <br /> transportation planning process include activities <br /> specifically emphasizing the planning, development, <br /> evaluation and reevaluation of transportation facilities <br /> and services to the elderly and disabled, consistent with <br /> the Americans with Disabilities Act Planning (TASK <br /> III-C-3) , i.e. : 504 planning, special service planning and <br /> evaluation, etc. <br /> a. analysis of inventories of disabled persons, their <br /> locations, and special transportation services (TASK <br /> II-B-5) ; <br /> b. estimation of travel needs through statistical analysis, <br /> and a self-identification process; <br /> c. planning for special services provided and special <br /> planning conducted within the urban area. <br /> (� 7.
