22 <br /> DURHAM-CHAPEL HILL-CARRBORO <br /> UNIiIED PLANNING WORK PROGRAM <br /> FY 1993-1994 <br /> INTRODUCTION <br /> The Unified Planning work Program (UPWP) is a listing of the <br /> transportation planning tasks proposed to be undertaken by the <br /> Metropolitan Planning Organization (MPO) during fiscal year 1993- <br /> 1994 . Projects included in the UPWP will be performed as discussed <br /> in the "Prospectus for Continuing Transportation Planning for the <br /> Durham-Chapel-Hill-Carrboro Metropolitan Planning Organization" and <br /> are not described in detail in this document. A narrative of <br /> transit tasks are included to comply with Federal Transit <br /> Administration requirements. <br /> The City of Durham, the Town of Chapel Hill, and _the Town of <br /> Carrboro receive Section 104 (f) funds, generally referred to as "PL <br /> Funds" , from the Federal Highway Administration (FHWA) to finance <br /> up to 80 percent of the cost of transportation planning tasks. A <br /> 20 percent local match is provided by each of the recipients. The <br /> N. C. Department of Transportation (NCDOT) Statewide Planning <br /> Branch receives HPR Funds from the FHWA to finance up to 80 percent <br /> of the State' s transportation planning costs for the MPO. <br /> Transit planning tasks are financed by federal, State, and local <br /> funds. FTA Section 8 and Section 9 grants and NCDOT matching funds <br /> may defray up to 90 percent (80% federal, 10% State) of the MPO' s <br /> transit planning activities. Although Section 9 funds also <br /> subsidize transit operating and capital costs, only the planning <br /> elements of those grant funded activities are described in the <br /> UPWP. (Section 9 capital and operating expenses are reflected in <br /> the local TIP. ) <br /> Planning tasks to be performed by the Triangle Transit Authority <br /> with federal and State funds also appear in the UPWP. The tasks <br /> include regional planning efforts for both the Durham-Chapel Hill- <br /> Carrboro MPO and the Capital Area Metropolitan Planning <br /> Organization (CAMPO) . These tasks are described in the TTA transit <br /> element section of the UPWP. The funds for these tasks are <br /> carryover funds approved in the FY 1992-93 UPWP. <br /> BUDGETS <br /> The Durham-Chapel Hill-Carrboro MPO will receive $146, 742 in FHWA <br /> Section 104 (f) (PL) planning funds for FY 1993-94 . PL funds are <br /> distributed to the City of Durham, the Town of Chapel Hill, and the <br /> Town of Carrboro by formula as approved by the TAC on January 13, <br /> 1993 . The MPO will also use $26, 000 in unobligated PL funds <br /> received by the MPO in the mid 1970 ' s. The $26, 000 in PL funds <br />
