Southern Drive is the public access <br /> into the portion of the Transition Area between the railroad <br /> and Interstate 85. Because of the relatively small area <br /> involved, and configuration of existing roadways and <br /> railroads, the Planning Staff is of the opinion that a <br /> functional classification of arterial or collector is neither <br /> necessary nor reasonable for access into this area. <br /> S.
