15 1 -s;i .5 Li <br /> 60 <br /> residents should consider other wastewater alternatives to serve <br /> the subdivision. A copy of this report is attached as Exhibit B. <br /> 3 . Because of the information cited above, the Homeowners <br /> Association desires to have the subdivision served by the Durham <br /> municipal sewer system, so that the homeowners will not have to <br /> rely on the North State Utilities, Inc. system. The City of Durham <br /> has indicated it is willing to serve the subdivision. However, <br /> because of previous agreements made for planning purposes, Durham <br /> will not extend its service into Orange County to serve Piney <br /> Mountain without permission from the Orange water and Sewer <br /> Authority ("Owasa"} and OWASA requires approval from Orange County, <br /> the town of Chapel Hill and the town of Carrboro. <br /> 4 . The Homeowners Association is in the process of <br /> petitioning all related governmental entities for approval of the <br /> Durham extension to Piney Mountain. If these petitions are <br /> granted, the North State system (or much of it) will not be needed <br /> and thus it would be a waste of money to make substantial repairs <br /> to the system at this time. The Homeowners Association is moving <br /> as fast as possible to- have its petitions heard; however, it is <br /> informed that it will take at least a month and possibly two to <br /> gain the approvals needed to allow the subdivision to hook up to <br /> Durham. <br /> 5. Because of the facts cited above, the Homeowners <br /> Association objects to any assessments for capital improvements or <br /> repairs at this time.
