Cameron Street <br /> Hillsborough, N.C. 27278 <br /> Re: Piney Mountain Homeowners Association <br /> Petition for Permission to Install Pressurized Sewer Line <br /> To Durham Municipal Sewer <br /> Dear Mr. Link: <br /> Petition to the Orange County Board of Commissioners <br /> Piney Mountain Homeowners Association hereby petitions the Orange County <br /> Commissioners for permission to install a pressurized sewer line from Piney Mountain <br /> to the City of Durham sewer line at Kerley and Mt. Sinai Roads in Durham County. <br /> Following approval, such a line will be constructed in accordance with specifications of <br /> the Orange Water and Sewer Authority (OWASA) and the City of Durham, and will be <br /> restricted to the existing 58 lots originally designated to use the existing and failing low <br /> pressure pipe community sewer system (LPP System). No new phases or additions to <br /> the subdivision or adjacent to the subdivision will be permitted to utilize the line. By <br /> letter dated December 22, 1993 (copy attached), Mr. Kenneth E. Wright, Durham City <br /> Engineer has confirmed the willingness of the City of Durham to permit such an <br /> installation and tie-in to the Durham City sewer line. <br /> Enclosed is a draft of a resolution approving the installation which we propose for <br /> consideration by the Orange County Board of Commissioners. <br /> No Exception to Current Policy <br /> Piney Mountain is not requesting an exception to existing policy. Rather, Piney <br /> Mountain falls squarely within existing policy, which provides that sewer may be <br /> extended into the Rural Buffer in cases of public health emergency, such as a failing <br /> septic system. Since Piney Mountain has a failing septic system, it qualifies under the <br /> existing policy. <br /> In addition, Piney Mountain has exhausted all other possible solutions to its sewer <br /> problem. <br />
