(4316) <br /> Dear Mr. Stanford: <br /> Following up our conversation of December 22, 1993, we are herewith <br /> providing to you, for presentation to Orange County Agencies, a <br /> statement with regard to existing wastewater conditions and <br /> alternative possibilities. These situations are as personally <br /> observed during my visit to the Piney Mountain Subdivision on <br /> September 10, 1993. It should be noted that a very thorough review <br /> of the existing facilities and the proximity to other alternatives <br /> (i.e. hookup to Durham) was observed on that occasion. <br /> Alternatives that were evaluated and discussed were as follows: <br /> 1. Continue to operate the existing systems - as mentioned <br /> above, the existing system is already undersized in that <br /> more lineal feet of nitrification should have been <br /> installed and additional area is not available. The <br /> system, as installed, is doomed for failure as more <br /> houses, and lack of operational maintenance, occurs on <br /> the system. <br /> 2. Use exiting collection system and install treatment plant <br /> discharging to Piney Mountain Creek. The Regional office <br /> Staff of Eavironmeatal Management was checking on the ten <br /> year low flow for this condition. This would add a new <br /> point source discharge to the Basin. <br /> 3. Install spray irrigation - due to the proximity of <br /> existing homes and the tightness of the soils, sufficient <br /> area is not available to this community. Since it is a <br /> privately owned subdivision, it does not have <br /> condemnation rights and thus, cannot forcibly acquire <br /> other lands that may be in a reasonable proximity to this <br /> subdivision location. Furthermore, housing commitments <br /> to lands surrounding the subdivision would not allow for <br /> the existing nitrification area to be converted to above <br /> ground irrigation as sufficient buffers and protection <br /> Irom runoff would not be available.
