Page 2 <br /> 1 <br /> Proposed Orange County Policy <br /> Attachment 1 is a draft Resolution providing for <br /> the conversion of Vacation Leave over 240 hours <br /> as of January 31 each year to Sick Leave. (The <br /> NCACC advises the policy change should be in the <br /> form of the attached resolution which should <br /> be forwarded to the N.C. Local Government <br /> Employees Retirement System. ) Attachment 2 <br /> includes the draft revisions to the Vacation <br /> and Sick Leave sections of the Orange County <br /> Personnel Ordinance to implement the policy change. <br /> The effect of the policy change is that employees <br /> who would have lost this Vacation Leave now would <br /> have such Vacation Leave converted to Sick Leave. <br /> Such Sick Leave would be used as Sick Leave, as <br /> needed, and applied toward retirement service <br /> credit as authorized by the N.C. Local Government <br /> Employees Retirement System. <br /> The Retirement System provides that an eligible <br /> employee receives one month of retirement service <br /> credit for each 20 days of Sick Leave not to <br /> exceed 12 days of credit for each year of prior <br /> membership service. <br /> Financial Impact <br /> The proposed change has no direct financial impact <br /> on the County and Sick Leave is not reported as a <br /> liability on the County's financial statement. <br /> There are two indirect impacts: <br /> -If the employee became sick, the time <br /> could be used as Sick Leave like any <br /> other Sick Leave. <br /> -The time may be used to qualify for service <br /> retirement under the Retirement System and <br /> may be used in calculating creditable service <br /> under that system. There is no pre-funding <br /> by the County for such Sick Leave credit and <br /> no direct charge back to the County for such <br /> credit. The cost of retirement is shared on <br /> a system-wide basis through the employer and <br /> employee contributions. <br /> Employees Affected <br /> As to the numbers of employees affected by the <br /> change: <br />
