Furthermore, to make the extensi-5-5-W water and sewer <br /> lines viable, such developments may be developed at an overall density <br /> equivalent. to not more than two dwelling units perr _ c. -�g e of e t rac <br /> that is not required to remain astlPWff"'spTll-. <br /> (b) The Hillsborough Town Board is committed to the principle that, when <br /> utility lines are extended into open space areas to serve large developments, <br /> connections to 'such utility lines shall be strictly limited to those <br /> developments that are consistent with the planning policies of the governing <br /> board having planning jurisdiction over such areas. The Town is willing to <br /> enter into a binding agreement with Orange County to achieve this objective. <br /> (c) The Hillsborough Board of Commissioners is committed to the <br /> proposition that any recommendations developed by the small area planning group <br /> consider the following: <br /> (1) General interests <br /> '.(a) Avoiding urban sprawl ; <br /> (b) Preserving protected watersheds and groundwater <br /> supplies; <br /> (c) Encouraging bicycle and mass transit transportation in <br /> and between urbanized areas; <br /> (d) Protecting and preserving farmland and open space; <br /> (e) Developing an appropriate mix of residential and <br /> nonresidential development, including commercial; <br /> (f) Encouraging fiscally responsible development; <br /> (g) Involving neighborhood residents in the planning <br /> process; <br /> (h) Enhancing the revenue base of the Town and the County. <br /> (2) Specific University Station interests <br /> (a) New town concept and service delivery; <br /> (b) Site for new school ; <br /> (c) Impact accommodation; <br /> (d) Development along utility line extension and potential <br /> for urban sprawl ; <br /> 2 <br />
