3 <br /> Section 3, In developing the recommendations, the small area planning group shall be guided <br /> by the following. <br /> (a) The Orange County Board of Commissioners remains committed to the principle, set <br /> forth in the Cooperative Planning Area Agreement, that areas designated as Open <br /> Space Areas will generally remain non-urban and generally contain low density <br /> residential uses but town water and sewer lines may be extended into such areas for <br /> the purpose of serving large developments or a combination of small developments with <br /> significant (Le., in principle, at least 30% of the development tract) preserved open <br /> space. Furthermore, to make the extension of water and sewer lines viable, such <br /> developments may, in principle, be developed at an overall density of up to two <br /> dwelling units per buildable acre. <br /> (b) The Orange County Board of Commissioners is committed to the principle that, when <br /> utility lines are extended into open space areas to serve large developments, <br /> connections to such utility lines shall be strictly limited to those developments that are <br /> consistent with the planning policies of the governing board having planning jurisdiction <br /> over such areas. The County is willing to enter into a binding agreement with the <br /> Town of Hillsborough to achieve this objective. <br /> (c) The Orange County Board of Commissioners is committed to the proposition that any <br /> recommendations developed by the small area planning group consider the following: <br /> (1) General interests <br /> [a] Avoiding urban sprawl <br /> [b] Preserving protected watersheds and groundwater supplies <br /> [c] Encouraging bicycle and mass transit transportation in and between <br /> urbanized areas <br /> [d] Protecting and preserving farmland and open space <br /> [e] Developing an appropriate mix of residential and nonresidential <br /> development,including commercial <br /> [f] Encouraging fiscally responsible development <br /> [g] Involving neighborhood residents in the planning process <br /> [h] Enhancing the revenue base of the Town and the County <br /> (2) Specific University Station interests <br /> [a] New town concept and service delivery <br /> [b] Site for new school <br /> Cc] Impact accommodation <br /> [d] Development along utility line extension and potential for urban sprawl <br />
