Pedestrian & Bicycle Facilities <br /> While the purpose of pedestrian and bicycle circulation criteria <br /> is to promote free and safe movement of people throughout <br /> Economic Development Districts,other goals can be <br /> accomplished,including the following: <br /> — The elimination of physical and manmade barriers which <br /> impede the use of pedestrian systems by the physically <br /> handicapped. <br /> — The provision of a greater sense of association and <br /> identification among neighbors,be they workers in <br /> adjoining buildings or residents in a neighborhood. <br /> To achieve these goals,residential and non-residential <br /> development are not to be designed as isolated enclaves but <br /> must be Inked with each other and other forms of <br /> transportation,including transit, consistent with the criteria <br /> • listed below. <br /> Pofts#rian Qrcnfladion:W Ways or sidewalks must be <br /> ,S�oaratsa�rrh�adarav�dpeaflstraan p�adfscan provided along all new collector and arterial streets.
