Thoroughfare Planning 10 <br /> Streets perform two primary functions -traffic service and <br /> land service.The traffic service function is achieved by <br /> assuring that traffic can move safely and efficiently along an <br /> area's thoroughfare system.The land service function is <br /> accomplished by providing access to and from adjoining <br /> properties. Local thoroughfare plans utilize thoroughfare <br /> planning principles,including street classification systems,to <br /> identify which streets perform these functions and to what <br /> degree.
