December 9, 1993
Richard Franck, Chair
Chapel Hill Transportation Board
306 N Columbia Street
Chapel Hill, NC 27516 DISTRIBOTED
Moses Carey, Chair
S'- /G'
Orange County Board of Commissioners
Hillsborough, NC 27278 °'`~
JrA,
Dear Mr. Carey:
The Chapel Hill Transportation Adivisory Board is concerned
about the transportation impact of the proposed Economic
Development District at Old 86 and I-40. Although we recognize
that the EDD itself is beyond our purview, we encourage you to
carefully consider the following questions as you evaluate this
district:
* What will be the traffic impact of the EDD, not just in the
immediate vicinity, but extending down 86 and Old 86 as
commuters travel to their jobs? How will this contribute to
our already deteriorating air quality?
* Will road improvements be required on Old 86 to meet the
demand of increased traffic? What will be the costs of such
impor ements?
* Since no form of public transit currently serves the site,
how can this EDD be developed so as to decrease reliance on the
single occupant automobile, with its resulting increased
congestion, pollution, and road impovement and maintenance
costs?
* How does this EDD square with efforts by the Triangle
Transit Authority, the Triangle Fixed Guideway Study Group, and
others to promote a regional appoach to transit-oriented
development? It is well accepted that for a fixed-guideway
transit system to succeed, new develpment must be carefully
planned for proximity to potential transit stops .
In sum, we feel that it is crucial that any development
initiative, particularaly on this scale, be planned in full
consideration of the range of needed transportation modalities,
ensuing impacts, and associated costs .
Sincerely,
Richar A. Franck
Chair, Chapel Hill Transportation Board
i
I
i
i
i
