The criteria that will <br />be used during the evaluation shall include, but not be limited to: <br />• Effectiveness of measures to be taken to ensure that the voter education effort is, and is perceived to <br />be, designed to inform and not to advocate <br />• Experience with voter information efforts related to a land transfer tax, other similar taxes, or other <br />local government public referenda -particularly those with a North Carolina setting <br />• Perceived ability to deliver quality educational materials understandable to the broad Orange County <br />electorate <br />• Degree of creativity in communications methods identified <br />• Degree to which consultant's suggested approach reflects the qualities of simplicity and clarity in the <br />message to be delivered to voters <br />• Perceived ability to disseminate materials in a timely and cost-effective manner <br />• Perceived workability and appropriateness of proposed project budgets <br />• Consultant cost <br />• Quality of submitted examples of prior relevant work <br />Proposers should plan to make available one or more members of their team, preferably including their <br />designated Project Manager, on Tuesday, March 18, 2008 for interviews (preferably, face-to-face, but <br />alternatively, by telephone) with the County Manager. and her evaluation team. <br />The recommended firm should plan to make available one or more members of its team, preferably <br />including its designated Project Manager, at 7:30pm on Tuesday, March 18, 2008 in Chapel Hill, North <br />Carolina to answer questions from the Board of Commissioners regarding the proposed engagement and <br />associated contract. <br />The successful proposer and associated engagement contract will be approved by majority vote of the <br />Orange County Board of Commissioners.
